   The prevailing view among the ruling political figures of the United States is that, relying on force, especially nuclear weapons, it is possible to force anyone to resolve any issues in a unilateral and exclusively favorable spirit, without regard for the interests of others and the norms of international law.

   It was in this way that the United States, which for a short time had an advantage in the production of atomic weapons, hoped to force the Soviet Union to agree to a settlement of postwar problems that was incompatible neither with the vital interests of the USSR, nor with the interests of other socialist countries, nor with the interests of the countries of Asia and Africa that had thrown off the colonial yoke, nor with the interests of the workers in the capitalist countries, including the United States itself.
